Gobierto is a platform designed to improve communication between local governments and their citizens, developed by the Populate team. This tool facilitates transparency and citizen participation in municipalities, councils and autonomous communities, allowing for more effective and open management of government information. Examples of its implementation can be seen in various locations in Spain, positively impacting more than 10 million people. The Gobierto web application, built on Ruby On Rails, offers functionality modules that include expense management, a statistical observatory, visualization of organizational charts and official schedules, as well as tools for citizen participation and open data planning. In addition, it allows the import of budget data from open sources, thus facilitating transparent and participatory management of municipal resources.
The problem Gobierto addresses is the lack of effective tools for government organizations to manage and share public data in a user-friendly and transparent way. Additionally, better civic engagement platforms are needed that allow citizens to access government information, provide feedback, and actively participate in local governance. Gobierto seeks to close these gaps by providing an integrated solution for governments and citizens to interact and collaborate.
Open Data Portal: Offers a user-friendly portal for government organizations to publish public data and documents. Data Visualization: Provides tools for creating interactive data visualizations, making information more accessible to citizens. Citizen Feedback: Enables citizens to provide feedback on government services and projects. Participatory Budgeting: Supports participatory budgeting processes, allowing citizens to influence spending decisions. Notification System: Sends alerts and updates to citizens regarding government activities and announcements. Performance Metrics: Offers analytics and metrics to measure the impact of government initiatives and policies. User Profiles: Allows citizens to create profiles to customize their interaction with government services and data.
Developed as a web-based application accessible through modern browsers. Incorporates frontend technologies like HTML, CSS, and JavaScript, using frameworks such as React or Angular. Employs backend with Ruby on Rails or Django, ensuring robustness and efficiency. Utilizes PostgreSQL or MySQL databases for data storage. Adopts open data standards to facilitate interoperability and integration. Implements advanced security measures to protect government data. Encourages collaboration and transparency under an open-source license.
